WinPE or WinRE Not Necessary

The Windows Pre-Execution Environment (WinPE) is used to initially install Windows Server 2008-2022 on a new computer. The Windows Recovery Environment (WinRE) is used to recover Windows Server 2008-2022 if it cannot boot.

When you prepare the destination computer for U-Move, it is not necessary to boot using WinPE or WinRE.
